Claude Usage Limit Changes: Historical Ledger & Timeline

Claude subscription usage limits change through official policy updates, promotional trials, and permanent baseline adjustments. The most recent change took effect September 14, 2026, establishing a permanent 25% increase to Claude Code weekly limits across Pro, Max, Team, and seat-based Enterprise plans following the conclusion of the temporary 50% summer promotion.

Historical Ledger at a Glance

  • September 14, 2026:Claude Code weekly limits became permanently 25% higher than their pre-promotion baseline across Pro, Max, Team, and seat-based Enterprise plans. Five-hour session limits remained unchanged.
  • July 19, 2026:Introductory promotional inclusion of Claude Fable 5 concluded at 11:59:59 PM PT. Fable models transitioned to plan-specific entitlements (Fable 5.1 was never part of that promotion).
  • May 13, 2026:Temporary +50% weekly allowance promotion for Claude Code took effect across Pro, Max, Team, and seat-based Enterprise plans, running through September 13, 2026.
  • May 6, 2026:Claude Code five-hour session rate limits doubled across Pro, Max, Team, and seat-based Enterprise plans, and peak-hour limit reductions were permanently removed for Pro and Max.
  • Session vs. Weekly:Five-hour rolling session limits operate independently from weekly limits. The May–September weekly adjustments did not alter five-hour session multipliers.

The September 14 Math: Why Baseline Rose by 25% While Summer Headroom Decreased

Compared with the temporary summer promotion, the permanent weekly allowance that took effect September 14, 2026 was lower than the promotional level even though it remained higher than the original pre-promotion baseline. The difference follows directly from Anthropic's published percentage adjustments:

Original Baseline100%Pre-promotion level
Summer Promotion150%+50% boost (May 13 – Sept 13)
Permanent Baseline125%+25% over baseline (Sept 14 onward)

Mathematical derivation: Moving from the temporary promotional ceiling (150) to the permanent post-promotion baseline (125) represents a ratio of:

125 / 150 = 83.33%  →  (125 − 150) / 150 = −16.67%

Therefore, while the permanent baseline represents a 25% increase compared to what subscribers had before the promotion began, it provides approximately 16.7% less weekly capacity than what active developers had access to during the four-month summer boost.

Note: This comparison is derived arithmetic based strictly on Anthropic's published percentage adjustments (+50% promotional boost vs. +25% permanent baseline). It represents nominal account headroom across eligible subscription tiers, not an Anthropic claim about an individual user's measured token volume.

In Claude chats, the discount covers the next 10 messages (up to 15 steps per reply) after Claude creates or edits an artifact, restarting whenever an artifact is created or updated. In Claude Cowork, the discount applies to the first roughly 45 minutes of tasks started from the Output menu or up to the next 80 steps after artifact creation in other cloud tasks. The promotion does not reduce weekly limit consumption, does not apply to Claude Code or the API, excludes Free and Enterprise accounts, and does not discount Usage Credits.

For eligibility, the 10-message and 15-step rules, and what the discount does not cover, see the Artifact usage promotion guide.
